CBD Oil in Utah: 2026 Laws and How to Buy Registered, Lab-Tested CBD
CBD is legal in Utah, but Utah has one rule most states don't: every CBD product sold in the state must be registered with the Utah Department of Agriculture and Food (UDAF). Utah has also banned delta-8 and smokable THCA. This page explains the rules, how they changed, and how to get GoGreen Hemp's THC-free CBD delivered anywhere in Utah.
Is CBD Legal in Utah?
Yes. Hemp-derived CBD with 0.3% THC or less is legal in Utah, as long as the product is registered with UDAF. Delta-8, other synthetic cannabinoids and smokable THCA products are not legal.
What Changed: Utah's Hemp Law Timeline
December 2018: HB 3001 becomes law. The Utah Medical Cannabis Act, passed in a special session, made hemp-derived CBD with 0.3% THC or less legal to sell in Utah.
Product registration. Under Utah's rules, every cannabinoid product must be registered with UDAF every year before it can be marketed, sold or distributed in the state. Registration requires:
-
A UDAF lab test. A cannabinoid profile certificate of analysis from UDAF's own lab.
-
A full-panel test. A full-panel certificate of analysis from a third-party lab.
-
Label review. The product label is submitted with the application.
2023: HB 227 tightens the rules. Utah banned delta-8 and other synthetic cannabinoids and capped THC at 5 mg per serving and 150 mg per package.
May 7, 2025: HB 54 takes effect. Governor Spencer Cox signed HB 54 on March 24, 2025. It banned smokable and inhalable THCA products and counts all forms of THC, not just delta-9, toward the limits. A 2026 bill to change these rules failed, so HB 54 remains in place.
December 11, 2026: Federal changes are coming. Congress has also passed a new federal definition of hemp that limits finished products to 0.4 mg of total THC per container. It was set to take effect on November 12, 2026, and has since been pushed back to December 11, 2026. GoGreen Hemp's broad-spectrum products are made to contain 0.0% THC.
