What Changed: Ohio's Hemp Law Timeline

July 30, 2019: SB 57. Governor Mike DeWine signed SB 57, which legalized hemp and hemp-derived CBD in Ohio and created the state's hemp program.

November 7, 2023: Issue 2. Ohio voters legalized adult-use marijuana for adults 21 and over.

March 20, 2026: SB 56 takes effect. Signed December 19, 2025, SB 56 redefined hemp to match the new federal 0.4 mg-per-container limit and moved all intoxicating hemp products into licensed dispensaries. Governor DeWine also vetoed a grace period that would have kept hemp THC drinks in stores through the end of 2026.

December 11, 2026: Federal changes are coming. Congress has passed a new federal definition of hemp that limits finished products to 0.4 mg of total THC per container.
