CBD Oil in Vermont: 2026 Laws and How to Buy Lab-Tested CBD

CBD is legal in Vermont, and you can have it shipped to your door. Vermont limits hemp products to 1.5 mg of THC per serving and 10 mg per package, bans delta-8 and other synthetic cannabinoids, and in 2026 moved hemp oversight to the Cannabis Control Board. Non-intoxicating, hemp-derived CBD is still legal. This page explains the rules and how to get GoGreen Hemp's THC-free CBD delivered anywhere in Vermont.

Is CBD Legal in Vermont?

Yes. Hemp-derived CBD with 0.3% total THC or less is legal in Vermont. A few rules to know:

  • THC limits for hemp products. A hemp product can't have more than 1.5 mg of THC per serving or 10 mg of THC per package. Products with at least 20 times more CBD than THC can go over the package limit.

  • Total THC counts. Vermont's 0.3% limit includes THCA, not just delta-9 THC.

  • No delta-8 or synthetics. Delta-8 and other synthetic or chemically converted cannabinoids are banned, and hemp products can't be combined with alcohol.

  • Adult-use cannabis is separate. Marijuana is legal for adults 21 and over in Vermont, but it's sold only in licensed cannabis stores.

What Changed: Vermont's Hemp Law Timeline

October 2023: Cannabis Control Board hemp rules. Vermont's limits of 1.5 mg of THC per serving and 10 mg per package took effect, along with a ban on synthetic cannabinoids.

June 2025: Act 56. Delta-8 and other synthetic cannabinoids were placed under the Cannabis Control Board's authority.

June 18, 2026: Act 178 (S.323). Governor Phil Scott signed a law moving oversight of hemp and hemp-derived cannabinoids to the Cannabis Control Board and tying Vermont's hemp THC limit to the federal one.

December 11, 2026: Federal changes are coming. Congress has passed a new federal definition of hemp that limits finished products to 0.4 mg of total THC per container. It was set to take effect on November 12, 2026, and has since been pushed back to December 11, 2026. GoGreen Hemp's broad-spectrum products are made to contain 0.0% THC.
