CBD Oil in Oregon: 2026 Laws and How to Buy Lab-Tested CBD

CBD is legal in Oregon, and it's one of the most closely regulated hemp markets in the country. Since June 1, 2026, every hemp product you eat, drink or swallow, including CBD gummies, tinctures and softgels, must be registered with the Oregon Liquor and Cannabis Commission (OLCC) before it can be sold in Oregon, online or in stores. This page explains the rules and how to get GoGreen Hemp's lab-tested CBD shipped anywhere in Oregon.

Is CBD Legal in Oregon?

Yes. Hemp-derived CBD is legal in Oregon within the state's limits:

  • THC limits. Hemp products sold outside dispensaries must stay under 0.3% total THC and under the state's per-serving and per-container caps.

  • 21+ for THC. Hemp products with 0.5 mg or more of THC per container are for adults 21 and over and are sold through licensed marijuana retailers.

  • Registered products. Ingestible hemp products must be on the OLCC hemp registry. Topicals, like lotions and balms, are exempt.

  • No synthetics. Artificially derived cannabinoids, like delta-8 made from CBD, can't be sold outside the licensed marijuana system.

What Changed: Oregon's Hemp Law Timeline

2021: HB 3000. Oregon gave the OLCC authority over hemp product potency, barred sales of hemp with 0.5 mg or more of THC to anyone under 21, and set THC caps for hemp sold in regular stores.

2024: HB 4121. Lawmakers created a state registry for cannabinoid hemp products, with registration fees and label review.

June 1, 2026: The hemp registry is enforced. The registry opened January 1, 2026, and since June 1, unregistered ingestible hemp products can't be sold in Oregon. The rule covers products sold online, including by out-of-state companies, as well as in stores.

December 11, 2026: Federal changes are coming. Congress has passed a new federal definition of hemp that limits finished products to 0.4 mg of total THC per container. It was set to take effect on November 12, 2026, and has since been pushed back to December 11, 2026. GoGreen Hemp's broad-spectrum products are made to have non-detectable THC.
